BOXFORD LIBRARY FACILITIES BUILDING COMMITTEE

LIBRARY FACILITIES ASSESSMENT STUDY

 

I.          REQUEST FOR SERVICES

The Town of Boxford, MA hereby Requests for Proposal from professional engineering firms pursuant to the following project:

  1. Undertake an assessment of the Town’s two (2) library facilities for the purpose of determining the physical integrity and functional effectiveness of each structure and local and state building and access code compliance. The information provided in the evaluation will be derived from qualified professional assessment as well as appropriate input from the Town boards, committees or commissions, Town officials, as well as the Boxford Historic District Commission, the MA Architectural Access Board regulations, and the MA Board of Library Commissioners.
  2. Develop cost estimates to repair and renovate or otherwise bring the library facilities into all building and access code compliance.

 

II.         PROJECT BACKGROUND AND DESCRIPTION

A Library Facilities Building Committee (LFBC) has been formed and consists of five members (one representative from each: Board of Library Trustees, Board of Selectmen, Finance Committee, Historic District Commission and Facilities Maintenance Committee). The Director of Library Services serves as an ex-officio member, and is the Recording Secretary for the committee. The LFBC is to consider the Town’s two libraries with regard to physical integrity, functional effectiveness and ADA compliance.

The Town library facilities are located at:

  • Boxford Town Library (Main Library)

      10 Elm Street

      Boxford, MA 01921

  • West Boxford Branch Library (Branch Library)

      188 Washington Street

      Boxford, MA 01921

Both facilities are currently in poor condition, and are not fully compliant with current building and access codes.

The Boxford Town Library is located in a Historic District and sits on 3.21 acres. The wood framed building consists of approximately 5,700 SF over two floors. The front portion of the building is a former home built in 1841, and the center and rear portions of the building were added on in 1982. The first floor houses all public library services, the materials collections and program spaces. The second floor houses administrative and internal library functional spaces. There are two basements. One basement is constructed of fieldstone under the historic home; the second basement, constructed of cement, is under the rear portion of the 1982 addition and serves as limited storage. Town of Boxford Board of Assessors “FY06 Proposed Values” lists this library building assessed value as $239,000.

The West Boxford Branch Library is located on busy State Route 133.  This approximately 4,800 SF building is a former elementary school built in 1940 of brick and renovated for library use in 1973. The building consists of a main floor where all public and internal library services are housed and a basement, currently unavailable for use. Town of Boxford Board of Assessors “FY06 Proposed Values” lists this library building assessed value at $288,200.

It is anticipated that a warrant article sponsored by the LFBC requesting funds to execute the project described in Section I will be presented at a Special Town Meeting scheduled for 24 October, 2006. The qualifications of the engineering firm selected by the LFBC will also be presented at that time.

 

III.       SCOPE OF SERVICES

The scope of services shall consist of the following:

  • The engineer shall become familiar with the current facilities;
  • The engineer shall meet with the LFBC and Director of Libraries, as many times as necessary, to prepare a complete assessment of the library facilities’ structural, functional and code compliance needs;
  • The engineer shall develop one or more cost estimates for the repair and renovation of each library facility taking into consideration all current local and state building and access codes;

 

IV.       SCHEDULE

The following is a preliminary project schedule:

Ø      July 2006—Prepare RFP for engineer selection for Library Facilities Evaluation Study

Ø      October 2006—Town Meeting vote to approve study funding

Ø      November 2006—Select engineering firm

Ø      December 2006—Firm starts Library Facilities Evaluation Study

Ø      March 2007—Firm presents cost estimates to LFBC for May Town Meeting

Ø      May 2007—LFBC presents cost information at Town Meeting

 

V.        SUBMISSION PROCEDURES/PROPOSAL

The Town of Boxford requests that firms submit proposals to provide professional services as outlined herein. Selection will be made after a thorough review of the proposals as conducted by the Library Facilities Building Committee. The Committee shall develop a short list of three firms to be interviewed after evaluating and ranking the qualifications of the firms and a reference check.  The following information must be submitted with the proposal and will be utilized for the selection of the firm:

ü      Name, address and telephone numbers of the firm, including names of all officers, principals and owners;

ü      Professional background and caliber of previous experience of key persons within your firm and each of your consultants to be assigned to this project. Please identify their precise role in accomplishing the work;

ü      Provide recent experience over the past five years on similar projects, especially if the firm performed these services for library facilities or other municipal facilities. Provide details of the type of project, the client, client contact person and telephone number, and individuals on your staff responsible for the project and whether these people are still with the firm;

ü      Capacity and capability of the firm to perform the work on schedule;

ü      Firm’s familiarity with the type of facility and services provided for the project;

ü      Evidence of financial stability;

ü      Statement of professional liability and error/omission insurance coverage of $1 million minimum;

ü      Furnish 8 copies of your submittal to the Town of Boxford, Alan Benson, Town Administrator, 7A Spofford Road, Boxford, MA 01921 by 3:00 PM on August 24, 2006. There will be a non-mandatory briefing session for those interested firms at the Boxford Town Library at 10AM, August 15, 2006.

VI.       SELECTION PROCESS      

The Library Facilities Building Committee will serve as the Professional Engineer selection committee. The Committee will endeavor to follow the Qualification Based Selection process as prepared by the American Council of Engineering Companies of Massachusetts. From the proposals received, the Committee will select for interview three of the most qualified firms. The Committee will rate each firm based on their qualifications, experience, and responsiveness to the Town’s requirements.  The contract will be awarded to the firm selected by the Committee as being the most qualified.

The Town is prepared to negotiate a fee for the Library Facilities Evaluation Study with the successful firm up to $47,500.

The Town reserves the right to reject any and all proposals, to waive any informality, and further reserves the right to negotiate any and all contract terms, including scope of services and the price as may be in the best interests of the Town of Boxford.

 

VII.      PROPOSAL SUBMISSION

To be considered, 8 copies of the proposal must be received in a sealed envelope/package at the:

Marked: “Library Facilities Evaluation Study” 

Said proposals must be received by no later than 3:00 PM August 24, 2006. 

 

VIII.    CONTRACT 

The contract for professional engineer services will be based on the Town’s “Contract for Feasibility Study” with Modifications as appropriate for this project and as recommended by Town Counsel, Kopelman and Paige. A draft template of this contract is available for review at the Boxford Town Hall. The successful firm will be required to complete certifications required by Massachusetts General Laws.
